The radical of these two characters is "阝", which is sometimes on the left side of the character and sometimes on the right side, representing different meanings. When "阝" is on the right side of the character, it equals to "邑" which means "邑", and so the characters are mostly related to cities, such as Guo, Bang, Chuen, Di, Suburb, etc. When "阝" is on the left side of the character, it equals to "阜".
